820-4924 turning on - no POST - dead CPU?

I got a 820-4924 turning on, CPU_VCORE is present but I don't get any USB activity or POST.
PPBUS_G3H: 12.6V
SYS_PWROK_R: present
CPU_VR_READY: present
PLT_RESET_L: present
CPU_VCCST_PWRGD: present
PM_PCH_PWROK: present
PM_PCH_SYS_PWROK: present

already tried reflashing SPI-Chip with no changes. Any chance that it's not a dead CPU?

Just in case, heat CPU with quality flux.
