820-4924 U1900 QUESTION

So this board is having problems on pp3v3_s5 rail (it goes high ajd drops) when U1900 is installed when I remove it I get steady 3.3v on PP3v3_S5 rail
My question is: Isn´t U1900 responsable of creating PPVRTC_G3H ? If so, why when it is removed I´m still getting 2.8v at PIN 1 where it is supposed to be installed?
PPBUS_G3H = 12.6
PP3V42_G3H= 3.42
SMC_PM_G2_EN = GOES HIGH AND DROPS WHEN U1900 PRESENT

Found a short on U8010, turns out it was P3V3S3_EN shorted, I injected voltage on that line, and there are only 2 things heating up:
U7820 and U0500. Should I heat the PCH area or is it a donor board yet?

Very likely dead CPU.
Remove first U7820, just in case.
Do you have short at L7820 too?

No short on L7820 ohm value= 40 kohm

The short will not disappear heating CPU.
