820-4926-a 460ma no video no chime

Hi is there a quick way to tell if the cpu is dead on this model?. Im getting 460ma. I have tried a new clean bios from this forum but still the same. No evidence of spillage on the board. Checked termination spi resistors also.

L7310/L7320 have 1.8v
L7630 has 1.05v
PM_PCH_SYS_PWROK 3.4v
PM_S0_PGOOD 3.4v
PLT_RESET_L 3.3v

Did you check for USB activity?
No RAM beep error?
Check for damage near the CPU screw holes.

No usb activity. No ram beep initially but now getting 3 beeps. And no screw damage near cpu.
