8203115-b not turning on

i have 820-3115-b which is not turning on, when i plug magsafe adapter, the fan spins and optical drive keep making noise but it does not turns on.
i checked all the voltage rails and they are normal except
PPBUS_G3H its jumping between 12.56 and 9 volts when battery is connected, without battery its stable 12.56 volts.
even cpu vcore is present for few seconds and then turns back to 0 and then again comes back
its kind of bootlooping i think
any idea where should i start looking first?

It is previous repair attempt, ppbus_g3h is on 12.30 volts,

Clarify the actual PPBUS_G3H voltage, w/ and w/o battery.
12.30V w/o battery, even stable, is bad sign.
Fluctuating 12-9V w/ battery can be solved in S5 state, before the board working even.
Do you get magsafe light?

Its 12.30 stable without battery and fluctuating with battery connected.
