Amber light doesn't mean charging light.
Since 2013 all MacBook get amber light even without battery connected.

Do you get 3V3_SUS?
Be aware, this board turns on only with 85W charger, if battery (holding some charge) is not connected.
Also use original Magsafe 2 charger.

Post SMC_ADAPTER_EN, PM_BATLOW_L, PCH_DSW_PWRGD, PCH_DSWVRMEN, PM_RSMRST_L, PM_PWRBTN_L and SMC_ONOFF_L levels.

Usually bad signal because of incorrect charger.

Check all PCH's RTC signals.
Check mentioned signals...
