A1398 820-3662-A Not powering on

I have a 2013 macbook pro, I changed the left speaker, left it on overnight and battery died and is now not powering on.
All power rails are present, the only two that are slightly off are ppdcin_g3h and pdcin_g3h_isol which read 18.5v. Any ideas?

Please explain correctly.
Does the board stay on, but no video, nor USB activity present???

Oh sorry, here is the read outs from just the board plugged into the magsafe. I just tested again and there are two rails no voltage. But when assembled, No power, no video, no usb activity

Test the board alone on the desk; disconnect any other cable, keep only charger.
Use a macOS pendrive (with Link LED) attached to onboard USB port.
If LED flashes, there is USB activity for sure.

Do not waste time measuring same power rail in different points.
You will get the same voltage; unless trace is broken.

Do not expect a Thunderbolt related voltage, until a device is connected.
Do not search backlight voltages/signals for a board without internal image, nor USB activity.

Battery is charging?
Do you have original 60/85W Magsafe 2 charger?

Just in case, try known good working BIOS.

No USB Activity, just flashed new confirmed BIOS and still nothing.
Is battery necessary to power on laptop? I tested battery with mulitmeter and it seems ok, how to test if battery is charging if laptop has no power?
Using Original 85W magsafe 2
Any ideas?

Monitor PPBUS_G3H with charger and battery, both connected.

ok just making sure as it wasn't slightly increasing, I watched it for about 4mins and nothing but would this be why it wont power on? Is the battery necessary for it power on?

These boards are from worst Apple series.
In theory, should start without battery; with proper charger, original 60/85W Magsafe 2.
Post exact PPBUS_G3H voltage with charger; w/ and w/o battery connected.

Yeah this model is total crap, I hate these models. My exact Voltage is 12.89 w/ and w/o battery connected

Looks like battery is not recognized.
The value is a bit high, I recommend you to change your multimeter battery.

In fact, looking at posted volatges, board turned on; but not working.
May be damaged CPU because of FDMF6808 chips.

Im sorry maybe I was testing it wrong. If I plug the magsagfe direct to the board w/o battery I get 12.58-12.6
If I unplug magsafe, attach battery then plug magsafe back in I get 12.89-12.90. Does that matter?

I pulled a battery out an A1417 battery and connected to to board with magsafe and monitored PPBUS_G3H voltage with multimeter and it slowly climbs, watched it climb from 12.10-12.70
