A1707 20V 0A, 820-00281 not powering on

Got an A1707 820-00281, symptoms it takes 20v but doesnt draw any current.
PPBUS_G3H, PP3V3_G3H are all present at 12.58v and 3.3v
No S5 or SUS voltages are present and there are no shorts which I can find.
PP3V3_PMICLDO = 3.3V
PP1V25_PMICVREF = 1.24V
PP3V0_G3H = 3V

PM_SLP_S5_L is low 0.2v

To me this points to a possible SMC or PCH Issue as PM_SLP_S5_L is low. Assuming you agree with my conclusion can anyone confirm if I can take the SMC off either an A1708 820-00875-A board or an A1706 820-00923-05 board as I have those two with SMC's as donor boards.

Don't bother with PM_SLP_S5_L, doesn't help here.

Trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L.
If detected, check for pulse at PM_SLP_S4_L (at same time).

There are no S5 voltages and as such 0v on PM_PWRBTN_L, I haven't checked if there is voltage on SMC_ONOFF_L but I can do.

PM_PWRBTN_L is not doing anything at all when triggering SMC_ONOFF_L - stays at 0v and doesn't pulse up or anything. SMC_ONOFF_L is 3.3V and drops to 0v when the power button is pressed.

Tried SMC Bypass mode all that happens there is that the charger sticks on 5V and still the machine does nothing
