A1707 820-00928-A not turning on with charger and not charging

so have 820-00928 in hand. it was water damaged beetwen Y1900 and U6100 area. changed and resoldered some resistors. so problem is next

1) macbook is fully turning on with battery connected but not charging 20v 0a. ( only turning on by power button, not turning on by charger, 20v 0a only appear if you plug charger after turn on by power button.if you plug charger when macbook is turned off only 5v 0.3a )
2) without battery 5v 0.3a
3) ports of u3100 and u3200 are cycling
4) ports of ub300 and ub400 not cycling have steady 5v 0.3a
5) ppbus_g3h is 0v not pulsing at all
6) pp3v3_g3h is 3.3v
7) when charger connected in u3100/u3200 port LDOS are cycling but have all LDO's anyway (3.3v 1.8v and 1.1v) p.s 1.1v is on active port
8) when charger connected in ub300/ub400 port LDO's not cycling have stable 3.3v 1.8v and 1.1v. p.s 1.1v is on active port
9) when charger connected in u3100/u3200 ports SMC_USBC_INT_L is cycling from 0 to 3.3v
10) when charger connected in ub300/ub400 port SMC_USBC_INT_L is steady 0 volt. not pulsing at all
11) u2890 and ub090 flashed and also changed

Your problem is on USB-C areas; possibly UB300/400 channels.
SMC_USBC_INT_L should stay high.

Check all resistors around CD3215 chips.
