A2179 820-01958. Powering on, not charging.

I had a unit come in yesterday. A2179. No power, not charging. 5V on both USB-C ports, U3200 was getting hot, while U3100 apeared normal. No liquid damage at all.

I went ahead and replaced U3200. Still not powering on. 5V and voltage fluctuates and then settles at 0.192A on both ports.

I connected a different battery @ 65% charge. Now the macbook powers on, but wont charge battery at all.

Connect charger - Goes to 5V - 200ma, then 5V 432ma, then drops down to 5V 21ma. I unplug cable and connect to second port, goes immediately to 20V 0A. Move cable back to other port, same thing 20V 0A

Where do I go from here?

You should diagnose the ports without battery connected; board alone on the desk.
Check diode mode to ground on J3300; compare with good board, or reference table.
