A2289 820-01987 CD3217 replacement did not resolve 5v charging issue.

I have an A2289 that I am working on that came in for data recovery. I plugged in the MacBook and it was charging at 5v at .28a, so pulled out a donor board and swapped out the chips on both sides. Issue did not resolve itself, so pulled them off a different board and tried again, still no success. I can charge a different MacBook and swap boards as needed, but I cannot transfer via USB-C so I have to use Google Drive atm and it will take me 3-4 weeks to move the 750ish GB of photos that need moved. Is there anything else I can check on the board that could allow me to fix it enough to get data transferred off of the MacBook via USB?

The only information I have is that the device stopped charging. I also have not done that. Is there a resource you could recommend to guide me through the process?

I did some reading to figure out what I needed to swap, and it looked like I needed to change U2890. Doing so did not fix the issue, I tried with every board I pulled the CD3217 off of.
