Hmm, almost there. What is on pin 6 of Q6915, it must be low.

the other pins are 0 volt

If pin 6 on Q6915 is low then pin 2 of Q6910 should have about 8-9V. Check R6911/12 and traces. Could also be a dead Q6910 pulling up the gate.
Check resistance to GND on pin 6 of Q6910, there could be a short that kills Q6910.
