L9080 IS 9.1 K OMS
L9580 IS 0.4 oms

i Remove U9580 and check resistance to ground at L9580 and PPBUS_G3H. short went away
i replace U9580 and short was still gone i got 19.5 v for about 5 second then 5v back the short was back i removed U9580
and the short is still there

Once U9580 has been removed, what was diode mode reading at L9580?
Not only short is bad; you should interpret the readings.

Where do you have short now?
