CPU CORE rail could have very low value as normal; depends which kind of CPU is used.
i7-3xxx will show 001 as normal.

So you probably don't have any short there...

If beeps doesn't mean is short.
Multimeters usually beep until 060-070; that is no short at all...

0.5oms (200ohms scale) could be short and dead CPU.
But is better to compare the value with a board with the same CPU.
