R8798 doesn't have anything to do with pp3v42_g3h, as duke already mentioned.
Just want to make clear, do you have 3.42V on L6995 ?
ok lets clear up this R8798 issue. If we are talking about 820-2915 board, this is a inline 0ohm resister on SMC_GFX_OVERTEMP_L line. Forget about this for now.
Lets go back to why you have a dimmed green light. Have you measured every component on page 62 of the schematic ?
Have you tried all the easy things like known good DC-in board ?

but you mentioned pin 13 is SMC_RESET_L when per boardview it is CHGR_RESET_L and it measures 3.5V
