i am new to repairing non-apple motherboards. this boards has a problem with +3valp. I was getting a low resistance to ground on the rail and i injected 1v. the pch got warm so removed it. the short seemed to be gone but +3valp is still missing. i'm getting 5v on +5valp. DB1 is two pin diode that send the enabled signal. it has mainpwon at 3.3v on one side and 3v_en is 0v on the other side

I supposse 3V_EN_R is missing.
KBC may be damaged too, or needs reflash.
Check first if all its required signals and power are good.

3v_en_r is missing. does the pch need to be on the board for 3v_en_r to go high?

This signal comes out from KBC, not PCH.
3V3 controller powers both of them and KBC may also be affected; in case of overspike.
