HKLRF - Golden Chipset LTD: fake or genuine gpus? is it a scam?

I bought from "Golden Chipset LTD", they sell Gpus on aliexpress and in their website www.hklrf.com. I received it but they doesn't look new. there are probe scratches on surface and flux residues.
Is this seller a scammer? Are these gpus fake used recalled polished gpus and sold as they were new?

These are the invoice of the seller, he declared they are brand new Gpu, but the seller hasn't any AMD genuine certificate .

Oldest scammer in the books. All those chips you ordered are "hot" items and all will be garbage. 0811000 is impossible to find so forget about those. 9051 is also pretty impossible. 0084 should be replaced with 0810001.
