the PPBUS_G3H starts at 9.7v then jumps to 12.1v then down to 9.7v

with out battery the usb meter say 20v being pulled ppbus_g3h is 12v and pp3v3_g3h_rtc_x 3.3v

If not, check all SLPS2R and AWAKE signals.

i connected a macbook pro and use the configurator and it says dfu mode but it will not finish restore it says

Try revive option, instead of restore.
There could be a problem with SSD; T2 may not access its partition.

Should'n't be cable issue, if machine is recognized ion DFU.
However, always better to test, when in doubt.
