I don't even know where to start and yes it is a Mac Pro 2013 not MacBook Pro 2013
When I measure anything inside of it I get 0.0x volts, I am assuming this is a Power Supply issue but I don't know where to start to check, any pointers will be greatly appreciated.
Also I could not find a board view or schems for this machine, are there any?
