PPBUS is 0V. No Shorts. Diode is .180
Removed the Fuse still no voltage there.
No Fan Spin.

Check resistance (ohm scale) between pins 17/18 and 27/28.

Be sure R7186 is good.

17/18 is 4.5 Ohms checked at C7150
27/28 is 22 Ohms checked at C7120

Post voltage for its pins.

Because you get voltage at pin 2 of U7100.

PPBUS now 8.6V. But no fan spin
Q7180 Voltages now at 16.4V

R7185 After replacing
Pin 1 in 16.4V
Pin 2 is 6.4 V

All SYS PWRGD is 0V

Yes apart from that L7130 has 8.6V.
L7560 is 3.3V
L7520 Pulsing every 5 Seconds upto 2.5V
L7630/L7310/L7320 Pulsing every 5 seconds upto 0.4V

So you are in 5s pulsing scenario.
Why is so difficult to get accurate information from you?

Check for pulse at pins 7 & 3 of U1950.
Also test if board stays on in SMC bypass mode.
