Device will not turn on. NO FAN SPIN.

Pin 2 3.4V
Pin 8 is 3.4V
Rest all are 0V.

L7430 is 0V.
Diode reading is also 0.120.

Yes i get voltages.

Remove R8164-8, one by one, until find where the problem comes from.
Keep R8167 in place.

Big Coils pulsing now. if i remove U1950 they are stable. Once i put it back or replace it starts pulsing.

No.ALL_SYS_PWRGD didnt go up. All of R8164-8 are removed at this point.
PM_SLP_S3_BUF_L is 0V - no shorts

PP3V3_S5 is pulsing 0.5V to 3V.

And other are 0V.

Replace U8180. Still the same.
