PPBUS not shorted.
PP3V42 not shorted.

No Green light on charger.

ON PSU
18V5_DCIN is 15V
Adapter_SENSE is 0V

On 85W Charger
18V5_DCIN is 1.8V
Adapter_SENSE is 0V

Original charger detects input leakage and gets blocked.

You forgot to specify 820-xxxx code of the MLB.
R7010 and Q7180 are the first suspects.
Check their traces and also R7012.

Its 820-03476.
R7020 is bypassed I see. Removed the jumper for now.
DCIN_ISOL_GATE was 0V.
After replacing R7010 it is 1.2V.

But its still the same.

In my Board
After Replaced Q7180.

On 85W Charger
18V5_DCIN is 16V
Adapter_SENSE is 0V.

After Replacing the DCIN board
18v5_DCIN 16.6V
Adapter_Sense is still 0v.

No.
DCIN_CON_R at R7020 is fluctuating from 0 to 4V.
R7020 Pin 1 is stable at 16.5V.

BAD R7020?

Replaced R7020.
Now DCIN_CONN_R is 16.5V but ppbus is still 0v.

C7090 was shorted. Replaced. ShortGone. It was replaced previously as well.
Do I need to replace or bypass R7020 ?

I bypassed R7020. I turned on once. Now again not turning on.
I am getting 0.5V at Pin 2 R7020.

Removed R7020. Pin 2 is 0.5V

Replaced R7020. PPBUS at 11V. No MagSafe, Get FAN SPIN and Charging Sign. But doesn't charge. (With Battery)
Without Battery
NO PPBUS and NO Voltage at 18V5_DCIN.
Something is wrong with what I am doing .

Then you have leakage problem.

Post R7180/1 and R7185/6 values (ohm scale), measured onboard.
Also check/replace R7010/12 and D/Q7010.
