Macbook A2338 820-02020 Random Shut Down

Machine works perfectly sometimes and sometimes wont turn on or sometimes will go to recovery for Software Reload ( detects OS)

Bench on board.
Amp Meter Starts at 5V goes to 18V and reboots (on both ports)
PPBUS 12 to 12.3V.
PP1v25 pulses from 0 to 1.25V
3v8_aon stable

Removed the fuse - now Amp MEter stable and PPBVAT at 12.3V.

Nothing on the thermal camera as well.
