MacBook Air 11" 2014 A1465 Fan Running Fast & Machine Running Slow

The machine is running slow and the fan is running fast.

We have inspected the board, under a microscope and thermal cam and nothing looks unusual, nor shorted.

Kindly advice.

Test first disconnecting webcam.
You should also try known good LIO and trackpad flex/board.

Unfortunately no history at all, as per the Mac owner "It just happened".

Try clean ME BIOS.

Is a Mac programming tool necessary to clean ME BIOS?

If not available, remove SPI chip (U6100) and flash this one for test:
