"p17=8
p18=8"
Post exact value; i.e. 8.22V, or 8.56V...

"p27=2
p28=0v"
Both R7021/22 bad.
Be sure no short to ground at pin 28, after changed them.

BTW,
"i625"
ISL6259...

"p27=16.09
p28=16.09v

yes i625is ISL6259.

R7121/22 in this case, but new values are good; forgot about the reistors.
Does it start in SMC bypass mode?
Trigger SMC_ONOFF_L and see if PM_PWRBTN_L drops to 0V at the same moment.

dont have ocs, using true rms and see, at PM_SLP_S4_l .22 mv at same time
Also found different voltage at big coils.

Don't need special equipment.
Trigger SMC_ONOFF_L repeatedly and check if any voltage tries to appear at PM_SLP_S4_L signal.
You should get a reading of 1-2V at least, even 3V...

Trigger SMC_ONOFF_L repeatedly and check NO voltage trips to appear at PM_SLP_S4_L signal, check couple of time.

If PM_PWRBTN_L reacts, but NO PM_SLP_S4_L reaction at same time, then PCH issue.
Be sure first the PCH gets S5 and SUS voltages...

"PPVOUT_S5_PCH_DCPSUSBYP_R, R0899=1.07v ????"
As per schematic, VOLTAGE=1.05V...

Put good flux and heat PCH.
You may have luck to be only crap under PCH.
