Macbook Air 820-00165 no fan

I have a 820-00165 with green/orange light no fan. Superclean board looks like new, not 1 corroded probe points at all.

PPBUS_G3H = 8.57
PP3V42_G3H = 3.42
PP5V_S5 = 5v
PP5V_S4RS3 = 0v (no pulse)
PP3v3_S5 = 3.34
PP3v3_S4 = 0.322v @ C4841
but at U1950 pin 1 = 0v, no short on these lines though
PPVRTC_G3H = 3.34
U6100 Pin 8 = 3.34v

What could cause the low voltage at R8000 pin 1/2 from 0.322v? At C8000 I do have 3.4v so the IC gets power. All looks brandnew.

PS checked also all SPI ROM resistors for correct OHM. Looks all clean too.

No history other then it stopped working. I found a short at PPVCC_S0_CPU. Should i look to get PP5V_S4RS3 working, or find this short first? Can i just add 1.8v on this line to find the short? Or, better move on to the next board?

I get 7-8 ohm

Some extra info:
when switch on the charger I get 2 x 3.3V power cycle on L7520 and after that it drops to 0
Checked 32KHz is coming from the Clock Chip
