You can't find 3V3_SUS line on schematic/boardview, or you get 0V there?

Trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L (at same time).
Check for pulse at PM_SLP_S4/3_L at same time.
Are you sure no pulse at all?
Check at same time when you trigger SMC_ONOFF_L.

Then you have a problem PCH related.
Be sure PM_RSMRST_L is steady high.
Next, check PM_DSW_PWRGD, PM_BATLOW_L, PCH_DSWVRMEN, SMC_ADAPTER_EN and the 4 PCH's RTC (DC) signals.
