You have correct 1V05 voltage.
Why are you surprised for its boost voltage???
Should be 5v higher, exactly what you've got.

Do you use original Magsafe 2 60/85W charger for sure?
Is PM_BATLOW_L steady high?

PM_BATLOW_L should be steady high.
Reball SMC.

Also check SMC_BC_ACOK.
First, see if board starts with both battery and charger connected.

update..i was reball SMC after i was connect just the charger the fan start immediately (maybe the reball heat) i then connect it to the board but nothing! still dead..
again PM_SLP_S3 sometime 3.4v and sometime missing...
SMC_BC_ACOK 0v when PM_SLP_S3 IS 0V and when its 3.4v the SMC_BC_ACOK is 5.2v

Are you sure???

CHGR_ACIN stable 4V aprox?
If yes, change U7100.
If not, check if CHGR_DCIN is stable.

Should be if, SMC_BC_ACOK is always high (3.4V).

Now post diode mode to ground at PPBUS_G3H and 3V42_G3H.

Did you make some short between U7100 pins?
Always try to use pins of surrounding components, when you want to measure voltage on a QFN chip...

Burnt, change it.

Don't forget to check diode mode to ground at pin 2/U7100; BEFORE applying power to the board.
If too low (as supposed), change U7100.
Just in case, remove and check C7105 first.

i was just changed u7100/r7105/c7105

TBT volyage not interesting, unless you connect aThunderbolt device.

So you get VCORE and all voltages from pages 61/63?
PLT_RESET_L is high?
