it was tried with another magsafe jack and with another original charger, also multimeter batteries are fine
PP18V5_DCIN_FUSE=16.5 a 16.8 variante
PPCHGR_DCIN_D=16.5 a 16. 8 variante
PP3V42_G3H_REG=0v

You can't expect Magsafe light without getting 3V42_G3H first.

I suppose you've meant L6995.
Allow 10-15s once power is removed, before measuring in diode mode.

Post U6990 voltages.

U6990
PIN2=3.73V
PIN3=15.29
PIN4=16.75
PIN5=0V
PIN6=0V
PIN 7 VIN=16.8
PIN8=3.74V
PIN9=0V
PIN10=0V

l6995 remains with low ohms, thus disconnecting the power supply for a long time, since yesterday I disconnected and it is like this

Did you check diode mode to ground at L6995 on the board alone on the desk?
Remove L6400 and test again.

mode diode l6995 0.003 board alone;removed l6400 and test again and mode diode l6995 0.364. green light and turn on
