I'm measuring 1V+ on pm_slp_s4_l. All main voltage before S4 is good, but PCH signals are not

PCH_SRTCST_L 3v3V
PCH_INTRUDER_L 1.8V
PCH_INTVRMEN jumping abobut from 0.6 to 0.9V
ppvrtv 3.3v
RTC_RESET_L 3.3V
reading on those resisters are within spec
DSWVRMEN is 60ohm 0V

pump 1.5v into DSWVRMEN and short disappears. and now board starts. should i be worried about the PCH/CPU?

Internal PCH issue, or just leakage caused by accumulated crap underneath.
You may be lucky, test few days before returning to customer.
