You have an SMC reset issue. Replace U5110 and R5100 and clean the crap up.

Done. We get a fan spin. now. Pads were ripped under the u5110 is there a technique that can be used here to replace these pads when you have chips with no legs. I used a wire from cleaning wick and it worked but is there something more solid that can be done. ? cause the chip was kind of uneven.

Nope, just use some fine wire. You can mash it flat a little bit more, but that is just how you do this.
