i did find an issue, looks like maybe when testing or some other way the solder joint got kinda smashed over and was making contact with the other resistor.
cleaned that up.
still isn't charging battery when turned off and won't power on with battery only
Before you fix the trace measure resistance to GND on pin 17/18 of ISL6259. There could be a short that burned the trace. If no short fix the trace, usually these traces go open due to a corroded via.
after replacing the broken trace the resistance is 2.3ohm which i think is still a little high, but the machine now powers off battery and charges it. Thank you for the help.
