Yes, SMC is dead....

SCL = 0.500
SDA = 0.498

are near same on known working board

i dont have one. these cheap USB to PC oscilloscope are they any good?

Also you have 12.21V on PPBUS_G3H, this means SMC is not working...

SMC is dead

I've replaced the SMC. it can see the battery now.

PPBUS_G3H is now at 12.58v
