[SOLVED]820-3209 power but no video

so it started with this board having a short on c7515 ppbus_s5_hs_computing_isns.
got rid of it board powers on but no video. ppvcore_s0_cpu fluctuates from 0.600-0.700v must cpu be a constant 1.25v?

Shine light through the Apple to see if picture is present with no backlight or no picture period.

Define "powers on". Chime?

nvm was dumb and didn't check if it chimed or had backlight. it chimed and FB trace was messed up. all is working now.
