[SOLVED]820-3437 Short on PPVCC_S0_CPU

Another short on CPU Vcore. This one does heat up the CPU though when I run power through C1031 with R7310 and R7320 disconnected. Does the fact that I'm seeing heat mean anything positive?

What do you call a short? What is resistance to GND on Vcore?

0.3Ω and 0.000 in diode mode. I use a Fluke meter where measuring from one ground point to another will give me a 0.2Ω reading.
