[SOLVED]Another one 820-2915 Cpu Gets Warm No fan Spin

Whats up guys just shoot me quick, green light on charger no liquid damage cpu gets warm, no fan spin 5vs0 3v3s0 is present no known shorts to ground let me guess dead graphics chip should i send to the donor gods or does it have a chance for life again?

100% right Duke 0.050 v at ALL_SYS. I did a compare with a good working board at Q7950 i also replaced Q7950 and have the same result i'm a little confused because the readings are not too far off. Where should i look from here?

Thanks for the advice Duke! Mark this one as solved i was missing a rail just as you said. Turns out i was missing PP0V75_S0_DDRVTT which comes from U7300, that was missing MEMVTT_EN signal that comes from Q3250 pin 5. Turns out the MEMVTT_EN_L signal was high due to Q3200 not opening the source to drain replaced Q3200 and bingo fan spin again.
