[SOLVED]macbook air early 2014 not turning on

i have 820-3437-b which had water damage on rtc and smc reset circuit, i cleaned the pads and put cips back on, and it was working fine and now it has stopped again.
charger gets green light then turns to orange and have quarter fan spin, i am fairly new at logic board repairs so please bear with me.
i checked U1900 and pp_3v3_tbtlc is missing and cpu_vcore_en pulses to 1.5v and then goes to 0 volts.
i am not sure if pp_3v3_tbtlc should be present all the times.
i have no idea where to start looking, anyone can help me with this

So CPU Vcore is coming on and off? The usual suspects apply, U1950 pin 8 corroded? U6100 termination resistors/traces corroded? Possible crap under the SMC.
