2014 MacBook Pro 13 inch need to find out where the jumpers are at on the logic board to see if it will start .
doesn’t start from the keyboard .

These automatically turn on whenever you plug the charger in. SMC_ONOFF_L is the signal you short to ground to turn it on, but it will turn itself on when the charger is plugged in.

You need to measure some power rails to see where the issue is. We have nothing to go on until you do.

SMC_ONOFF_L turns it on, so look for that. But it should auto boot or there is an issue anyway.

Test with a known good charged battery too and make sure you're using a genuine 85w charger.

The power on pads are on the top and bottom of the board at R5115 and R5116 (those components not populated). You should have 3.4ish volts on the SMC_ONOFF_L line.
Like previously stated, if you disconnect the battery and plug in an 85 watt charger the board should come on automatically. A 60 watt will not be enough.
I have seen a bad keyboard keep a logic board from booting, so try with and without.
