a1707 820-00928-04 ME region needed

i changed PCH U1100 due to 3V3_SUS shorted.
now the device is able to turn on but it restarts
i just need Me region to be cleared.

actually still not working now i can see the user account and the guest user (safari mode)
i dont have the password for user account (confidential) :data important
i try login using guest user but still restarting
keeps rebooting until need pram reset again to boot again.
i tried also use external os but also loading then restart.

Probably GPU issue.
Start in Target Disk mode and save data.

Please, don't quote an entire post visible few centimeters above...
