Quick update.
After replacing U9850 I manage to put it on DFU mode and all voltages stayed on.
Done the revive and the Mac is alive.

It is restarting with and without a battery.
The battery is charging fine and it same thing happens only on the battery.
Only the LB alone same thing. CPU core goes to 1.3V then drop to 0.69V and after a few secs restarts.

The liquid wasn't near the screen connector on the logic board, but on the little board on the screen.
on L7211 starts at 1.9v then drop to 0.69v and after 25 secs 0v.
USB ports are normal

Please I need help with these Mac.
Liquid damage on-screen board and logic board had some oxidation around C1171.
After cleaning the corrosion and oxidation the board turns on, but no display. Tested with another display and still same.
If I leave the battery connected it turns on...
I bought it from Mouser.co.uk.
Yes, the heat sink and logic board were removed.
I will try to remove the internal SSD and test with external USB macOS.
My diagnosis for this was the 3 power regulation IC for the CPU.
Ordered 3 "FDMF 3030" ICs and replaced them, but unfortunately the same issue.
Please does anyone has any idea what's the next step to check is?

I found a short on PPBUS_G3H and it leads me to U9580 small burn mark on top. So removed and short on PPBUS_G3H is gone.
Now it has the following shorted lines:

Is it by shorting PP1V8_SLPS2R and SOC_FORCE_DFU and does it needs a keyboard, charger, or battery connected?

L8100: 1,2V PP1V2_S3 - as soon as the charger is plugged the voltage goes to 1.2v and after about 10 secs it drops to 0v and stays at 0.
L7210/20: 0.8V and same as above it drops to 0v after about 10 secs.
I've done a short video with the issue and the thermal hot spots while turning it on.
