If you really can't find the correct firmware, you can try the 820-00928. I believe there are some small differences with the CD3215 circuit layout but it may not be a problem. I posted dumps here too...
INTRUDER# has a very weak pull-up (1M), if you touch the probes skin resistance is enough to pull down the voltage a lot (like less than 1.5V). Even without touching the probes the internal impedance of the DMM (typically around 10M) will cause it to drop to around 3.0V.
You should check at least PPVTT_S0_DDR and MEM_RESET_L, but it's probably an issue related to the RAM chip themselves.

What's the problem and the symptoms? If S5 rails are present the SMC is at least partially working, so PPBUS_G3H at 12.3V without battery would rather be an issue on the charging circuit SMBUS or the charger IC itself.

PPVTT_S3_DDR_BUF should be 0.6V, without it PP0V6_S0_DDRVTT will stay at 0V instead of 0.6V.
Measure exact resistance to ground on both lines and make sure C7450 and C7462 look good.
1.1V LDO BMC is at least a problem. If it's not present the circuit for USB-PD negotiation in the CD3215 won't work.
On A1708, U3200 is the master and U3100 is the slave. There is a chance the issue is with U3200, or there is a communication issue between U3200 and U2890. More info here...
