Turns on with apple logo but turns off and back on about 1/2 way on the progress bar. Tried known good bios with no change and changed all of FDMF6808N with new FDMF6708 ICS. Sometimes there are red lines on the screens before it reboots.

Heated GPU a little as well.

What should be checked next?

Try first known good working battery, as above mentioned.
Next, try to start in safe mode; give a try to SMC bypass too.
Also try USB macOS, to discard software issue.

Red lines could be sign of bad GPU...
