I went mad with this issue months ago --- was the charger at fault, even though it was an original/genuine Apple one, but I had a magsafe 1->2 converter on it. Try with a known good working magsafe 2 charger for that model.
Funny end to the story - turns out that the SSD was originally set up on a 3437, and it works fine on that, but... the moron n00b at work here, when tried in the 00165 it came up with the crossed out circle, which is why I was getting confused, because to my understanding the crossed out circle...
I replaced the entire top-deck. It was certainly more expensive and it definitely wasn't brand-new (I wasn't expecting it to be, thankfully the client's own top-deck wasn't pristine either). The extra $150 likely saved me more than that in frustrations. Upside, I now have a spare top-deck...

Would be nice to have a working reference. No donors of this model on hand, awaiting supply. I agree the TON pin voltage is a bit strange, unfortunately without a comparison on hand I'm unable to ascertain if that's normal or not for this model ( but yes, it's a flag in my mind ).
I did, same outcome. I would have liked to had access to a data sheet on this because it'd be interesting to see if the chip uses the TON pin as a status indicator too (ie, pulls it low to indicate a fault).
Prior repair. Liquid damage. Arrived with no fan spin. Repairs to corrosion on U7600, replacing R7981, reconnecting trace between U7600 and C7981 (CPUVCCIOS0_EN) restored fan spin.
No chime.
