It switches to 20v Pulls what appears to be booting current but it's not normal and a little high at the end before it drops to zero and loops. The loop takes 15-20 seconds to complete.

I have only worked on maybe 15-20 of these machines and I heard rumors of phantom CPU problems. Not the normal CPU failure were the buck converter driver shorts PP-BUS to the cpu but strange CPU failures.

I have a 820-00165 that starts to boot then I get a crash dump and it starts over.
This crash dump is when loading my tech drive so I know it is good.

Since you are dealing with liquid damage there is probably some pad eaten under a component such as a resistor or a IC. This one will be a hard one due to the intermittent nature of the problem. I recommend removal of the board and crawling over it with a microscope and a probe checking to see...

I know that this signal comes from the CPU. What is required for it to be turned it. It should be 1.05v

This board is Tricky for me. The flash of 100mA is caused by the brief 1/10 sec turn on of U3900. U3900 is on for just a split second and no thermal signatures out of the normal are detected.

I found two 1M ohm resistors that were in the underfill region that had corrosion on them. Dug them out and repealed and replaced and I have 20V! I would of never found them without your guidance! Now I know what to look for!

I think I am chasing a rabbit hole here. If I disconnect MagSafe for 2-5 seconds it works perfect. Tried a known good working board had same results. I only recently started booting bare boards all the way into the macOS on the bench and shutting them down.
