You could confirm for short directly on smc while removed by testing on gnd and pp3v42_g3h balls. So you don't need to reball and solder it back to finally confirm the short.
They seem close enough (5.3V-0.22pF), but are you sure this what's preventing usb from not working?
They act like transient voltage suppressor/esd and rf interference stuff...look for further damage, do you get 5v on L4605 pin 2 and check continuity on L4600 filter.
Is the battery ok? I think these 820-4924 boards need a connected battery to start.
You can disconnect internal keyboard and try external USB if you want to rule out bad kbd.

Pin 17-18 0.04 ohms between them, it looks like your pins are shorting together, make sure U7000 is properly soldered and check again resistance between pins 17-18. It should be close to 2.2-4.5ohms.

With battery only (fully charged) and EFI 3S162 loaded, I have 12.25V measured with my multimeter on PPBUS_G3H while EFI reads VP0R at 12.232V.

Are you sure you are probing the 3rd leg of connector not the pad?
If you have a spare lcd cable you can connect it and check again diode mode from R7750 to pin 4 on the other end of cable.

You are maybe looking at F7700 whitch is another fuse for ppbus_g3h near backlight circuit.
There is another fuse right in the begining of PBUS_G3H it's F7140, and before this fuse there is a coil L7130, check the fuse and measure PPBUS on the coil and the fuse.
