Yes, I have a good board I'm comparing it to. That board has 1.8V on DFR_TOUCH_INT_L. It's sitting on my desk with nothing plugged into it. The bad board has .18V. The diode measurement on DFR_TOUCH_INT_L is fine at .484 on the bad board.

I always boot into a USB test drive when testing so I'm thinking that would avoid any issues with traffic blockers. Either way, I did boot into the system with safe mode and wiped the internal SSD so there's nothing left there.

This board is cycling. PPVCC_S0_CPU cycling every 2 seconds or so. PPBUS is stable at 8.7V. USB-C is at 20V. It isn't a spill. I can't find any shorts. PPVCC_S0_CPU is at 80 Ohms to ground. Any thoughts on where to go next with this?

Yeah, I pulled it and found a tiny tear under the microscope. I couldn't see it normally. This came into us with a bunch of screws and connectors missing. Not surprising that it was damaged.

So this hasn't arrived yet, but I got another one in just now with the exact same issue. Pulls in 20V and 1.35A but isn't turning on. Gets warm, has CPU at 1.7V responds to SMC-reset but isn't turning on. I'm assuming hopeless? Dead CPU? U4700 issue would be completely dead, no CPU, no heat, no 20V?
