Fixed! Was a short on PP5V_3S rail. Measured a short on pin 2 of L7260. Injected 5v on pin 2 and C6213 started to heat up. Replaced C6213 and everything is working like a charm again. Easy peazy lemon squeezy. Thanks for your help!

So it's been a while, but we have finally received a 'new' pch from china. I slapped it on the board, and the short to ground is gone. The machine seems to respond to smc reset, but i am still not getting PP5VS4_EN, or any of the higher power rails.. does this have to do with the clean ME region...

We have practiced on easier boards, and have done multiple succesful gpu replacements, that's why it was a bit surprising. I'll let it bake a bit longer before trying to remove.

The board has waterdamage in the battery connector area. It still boots to OS, but it's not detecting the battery. SMBUS_BATT_SCL measures 0.4 ohms to ground. R5381 measures 2000 Ohms from the PP3v42 side. I already replaced D7050, but the short is still there. the only other termination points...
