I’ve used Amtech flux and heated both, no changes. Later passed through UC, and it behaves the same. I guess CPU/PCH is dead.

R7402/03 are ok, they measure correct values of 150k and 182k. PLT_RESET_L is 3,32v I have tried again with original and your BIOS, there is no change.

Inspect area of U3100/3200 chips more closely, maybe there is some corrosion you have missed. I would replace them both too as they are USB-C contollers. Also inspect J3300 and components around for corrosion or damages.

In SMC bypass mode fan spins twice on high speed then stops and nothing happens, S0 rails are not present.

U8130 on this board looks perfect too, as well as traces. But I removed it and it made no difference. I've USC'ed the boad, no effect..
