00165 pulse fan spin during SMC bypass

Not finding any shorts and getting pulses on major power rails when triggering board on.
Get short fan spin in SMC Bypass turns off after about a second, turns on one more time for about a second then stops.

PPbuS G3H is steady 8.64V
RTC signals I checked:
INTVERMEN 2.7
INTRUDER 2.7
RTC RESET 3.2
SRTCRST 3.2
PCH DSWVRMEN 3.2
PM DSW PWRGD 3.2

Was going to try flashing the BIOS unless other ideas

Known good BIOS is worth to try.

Any history available?
PLT_RESET_L pulsing too?

Check SPI Bus Series Termination resistors and traces.
Clean/remove J6100.

Tried BIOS to no avail. Also it will on trigger on via SMC ONOFF with fan spin once I've tried to start in SMC Bypass. Triggering the SMC ONOFF normally does not appear to get the board to start. I'll look into your suggestions.

Unfortunately no history. I bought this broken and board was clean with no signs at all of liquid.

Damn. No luck. Tried reflow of SMC. May try swapping it if USC doesn't work. I'm thinking all low percentage chances of solving. I followed some things on another thread 00165 currently having exact same probs. I'll report back if the USC or replacing the SMC does anything.
