00165 short on PPBUS_g3H

F7140 Blown,
0V diode red to ground at pin 2 F7140
Nothing visiblly wrong in components with connection points to pin 2 of F7140. I assume because its a direct short it would be ok to apply voltage? If so, how much?

Why assume, instead of checking if no short on the big coils???
Compare the exact ohm value with the coils from all secondary power supplies.

The closest I can find is L7310/20 are both 16.2 ohms to ground or .019V drop diode mode.
Pin 2 F7140 is .1 ohms to ground and 0.002V diode

Put fuse back and used freeze spray to find bubbling at C7314. Replaced and boots!
