Thanks. Pads worked to get into DFU mode.
During revive the apple logo came up with the loading bar this time.
Then the revive came up with an error on the second macbook.

Indeed. Nothing was there at first. It's definitely not responding correctly.

Tried to get it into target disk mode with ext keyboard but Apple Configurator 2 said it went into Recovery.

Close AC2 and check if appears on Disk Utility.
USB and lightning icons should appear on the target MacBook.

Continue to try DFU mode.
AC2 should switch from Recovery to DFU icon.

I'm not sure if external keyboard helps here.

BTW, any reason to quote an entire post visible few centimeters above?
Please, maintain forum aesthetic...

Try another known good working keyboard.
It should enter to Target Disk mode.
Alse check if you can acces boot menu.

Remember, don't need to press power button on any combination; if the charger is connected.
Need to press it only for DFU, or if work with battery only, for other case.

Will try to source another keyboard.

I noticed now the fans no longer spin. They had previously been working all along. I tried disconnecting keyboard, pwr button, etc. but with or without now the fans don't spin.

Trackpad must be also connected and in good working state.
Keyboard information goes through trackpad circuitry.

The trackpad looks in good condition. I have it and a new keyboard connected but still cannot get it into Target Disk Mode. Do you have any ideas? Anything else I could look at to see what could be causing the problem?

Internal damage on T2, or it's firmware is corrupted in such manner that doesn't allow you to use the keyboard.
